지난해는 이스라엘에 의한 팔레스타인 가자 지구에 대한 공격이 거의 종말을 맞이하는 한편, 러시아에 의한 우크라이나 침공의 격화, 대만 문제를 둘러싼 중국과 일본과의 국제 마찰의 격화, 트란 프 대통령에 의한 고액 관세화와 US 제1주의 정책에 따른 미국 일극 집중화 등 세계의 정치 및 경제는 '대국'의 신기한 행동이 횡행하는 혼란스럽고 어려운 시대에 조우하고 있습니다. 하루라도 빨리 『세계평화』가 방문하기를 원하지 않고는 있을 수 없습니다.

올해 저희 곳은 창업 50주년이라는 큰 고비를 맞이하게 됩니다. 반세기의 오랜 기간에 걸쳐 지재의 전문가 집단으로서 꾸준히 행보를 진행해 왔던 것은, 클라이언트의 여러분의 따뜻한 지원과, 직원 한사람 한사람의 불단의 노력의 선물입니다. 다시 한번 진심으로 감사드립니다.

인도네시아 지적재산총국 및 태국지적재산국의 특허심사관에 대한 심사실무연수

2025년 11월 17일부터 20일까지 총 4일간 일본 특허청(JPO)은 인도네시아 지적재산총국(DGIP)의 특허심사관에게 고분자 분야 및 전기통신 분야에서 특허심사 실무에 관한 연수를 실시했다.

상기 연수는, 강사와의 대면 형식의 케이스 스터디를 통해, 고분자 분야 및 전기통신 분야의 실안건을 이용하여, 각각의 기술 분야만이 가능한 검색 및 신규성·진보성의 판단 기준 등을 배운 것이었다.

2025년 11월 25일부터 12월 1일까지 총 5일간 일본 특허청(JPO)은 태국 지적재산국(DIP)의 특허심사관에게 신인특허심사관용 특허심사실무에 관한 실무연수를 실시했다. 또한 2025년 11월 25일부터 27일까지 총 3일간 일본 특허청(JPO)은 태국 지적재산국(DIP)의 특허심사관에 대해 화학 및 공학의 검색연수를 실시했다. 게다가 2025년 11월 27일과 12월 1일의 총 2일간 일본 특허청(JPO)은 태국 지적재산국(DIP)의 특허심사관에 대해 매니지먼트 연수를 실시했다.

스페인 특허상표청(OEPM)과의 심사관 협의

특허청(JPO)은 2025년 11월 17일부터 21일까지 총 5일간 스페인 특허상표청(OEPM)과 심사관 협의를 실시했다. 심사관협의는 해외지재청 심사관과의 서로의 선행기술문헌조사의 수법이나 심사실무 등에 대한 논의를 통해 신뢰감을 양성하고 상호이해를 심화시키고 선행기술조사결과·심사결과의 상호이용 등의 추진을 도모하기 위해 실시된다.

JPO와 OEPM은 과거에 2011년부터 2013년에 걸쳐 심사관 협의를 실시했으며, 이번에는 2013년 이후 처음으로 OEPM 심사관을 JPO에 받아들이는 형식으로 실시한 첫 심사관 협의였다.

이번 심사관 협의에서는 JPO에서 13명, OEPM에서 6명의 특허 심사관이 참가하여 5개의 기술 분야(전동기 제어, 열기기, 의료기기, 유전자공학 및 세포공학)에서 양청 공통 특허출원 협의를 했다. 또한 동시에 선행기술문헌조사의 수법 및 심사기준의 운용 등에 대한 정보교환도 이루어졌다. 또한 사용자를 위한 시책 및 AI를 활용한 대처 등에 대한 의견 교환도 이루어졌다.

아프리카 광역지적재산기관(ARIPO) 장관평의회에 대해

2025년 11월 21일부터 11월 22일 아프리카 광역 지적재산기관(ARIPO) 제20회 장관 평의회가 가나의 수도 아크라에서 개최되었다. ARIPO 장관 평의회는 ARIPO 회원국의 지적 재산 담당 장관이 참석하는 ARIPO의 최고 의사 결정 기관이다.

일본국 특허청(JPO)은, ARIPO의 협력 파트너이기 때문에, 이 ARIPO 대신 평의회에 매년 초대되고 있어, 이번 ARIPO 제20회 대신 평의회에는, JPO로부터, 야스다 특허기감이 참가했다.

Examination Practice Training for Examiners of Directorate General of Intellectual Property of Indonesia and Department of Intellectual Property of Thailand

Over a period of four days from November 17 to 20, 2025, the Japan Patent Office (JPO) conducted training on patent examination practices in the polymer and telecommunication fields for patent examiners belonging to the Directorate General of Intellectual Property (DGIP) of

This training was conducted in a face‑to‑face format through case studies with instructors, using actual cases in the polymer and telecommunications fields to study search methods and criteria for novelty and inventive step specific to each technical field.

Participants gave their impressions of the training, which included the following:

Over a period of five days from November 25 to December 1, 2025, the Japan Patent Office (JPO) also conducted a training program on patent examination practices for new patent examiners belonging to the Department of Intellectual Property (DIP) of Thailand. 2025 the JPO provided three days of search training in chemistry and engineering for DIP patent examiners. Examiner Exchange with Spanish Patent and Trademark Office

Over a period of five days from November 17 to 21, 2025, the Japan Patent Office (JPO) held an examiner exchange with the Spanish Patent and Trademark Office (OEPM). The examiner exchange aims to build trust and deepen mutual understan property offices on each other's search methods for prior art documents and examination practices, and to promote the mutual utilization of prior art search results and examination outcomes.

Council of Ministers of African Regional Intellectual Property Organization

From November 21 to 22, 2025, the 20th Session of the Council of Ministers of the African Regional Intellectual Property Organization (ARIPO) was held in Accra, the capital city of Ghana. The ARIPO Council of Ministers is ARIPO's supreme decision‑ ARIPO member states.

As a cooperation partner of ARIPO, the Japan Patent Office (JPO) is invited to this Council of Ministers every year. At the 20th Session of the ARIPO Council of Ministers, the JPO was represented by Deputy Commissioner Yasuda.
