지난해는 이스라엘에 의한 팔레스타인 가자 지구에 대한 공격이 거의 종말을 맞이하는 한편, 러시아에 의한 우크라이나 침공의 격화, 대만 문제를 둘러싼 중국과 일본과의 국제 마찰의 격화, 트란 프 대통령에 의한 고액 관세화와 US 제1주의 정책에 따른 미국 일극 집중화 등 세계의 정치 및 경제는 '대국'의 신기한 행동이 횡행하는 혼란스럽고 어려운 시대에 조우하고 있습니다. 하루라도 빨리 『세계평화』가 방문하기를 원하지 않고는 있을 수 없습니다.

니스 국제 분류 제13-2026판이 2026년 1월 1일에 발효됨에 따라 특허청 HP에서 국제 분류 제13-2026판 대응의 유사상품·역무심사기준 및 상품·서비스 국제분류표가 공표되었다.
이들은 2026년 1월 1일 이후의 상표등록출원에 적용된다.

제13-2026판의 포인트

• 「정유」에 대해서, 그 용도에 따라 다른 구분으로 분류되게 되었다(제12-2025판에서는 모두 제3류).
• 「안경」・「선글라스」・「콘택트 렌즈」등에 대해서, 제9류로부터, 사람의 기능 또는 상태의 개선을 위한 상품으로서 제10류에 이행되었다.
• 「전열식 피복」(양말, 풋머프 등 포함한다)에 대해서, 난방 기기를 포함한 제11류로부터, 일반의 피복의 분류인 제25류로 이행되었다.

블루레이 사적 녹화 보상금의 징수 개시에 대해서

2025년 9월 2일자로 문화청 및 경제산업성에서 대상 기기 판매점에 대해 통지가 이루어진 대로, 2025년 12월 1일부터 블루레이 디스크(BD) 레코더 및 녹화용 블루레이 디스크를 대상으로 하는 사적 녹화 보상금의 징수가 개시되었다.

이에 따라 BD레코더 구입시에는 1대당 부가세 포함 200엔(세금 별도 182엔), 녹화용 BD디스 구입시 기준 가격의 1%(세금 별도)가 제품 가격에 탑재되어 징수되어 저작권자에게 분배나 저작권 보호 사업에 충당하게 되었다.

BD레코더 자체가 현재는 별로 판매되지 않고, 녹화용 BD의 수요도 한정되어 있기 때문에 실제로 징수되는 보상금 총액은 그다지 많지 않을 전망인 등 몇 가지 과제가 지적되고 있지만, 이번 징수 개시에 의해 오랫동안 공백이었던 BD 녹화 분야의 권리자 보상이 실현되게 되었다.

<사적 녹음 녹화 보상금 제도>
「사적 녹음 녹화 보상금 제도」란, 디지털 방식의 녹음이나 녹화에 의해 발생하는 저작권자, 실연가, 레코드 제작자의 경제적 불이익을 보상하기 위해, 권리자의 허락 없이 행해지는 사적 사용 목적의 디지털 방식의 녹음·녹화에 대해서, 녹음·녹화를 실시하는 자가 보상금을 지불해야 하는 제3항
녹음·녹화 기술의 발달 보급에 의해, 녹음·녹화가 가정내에서 용이하게 행해지게 되어, 사회 전체로서 대량의 녹음·녹화물이 작성되는 사태에 이르고 있기 때문에, 이용자가 녹음·녹화 기기등의 구입시에 보상 금액을 일괄 지불한다고 하는 방법에 의해, “사적 복제(허락 불요)”를 “권리 불필요)”라고 “권

Publication of Examination Guidelines for Similar Goods and Services and International Classification Table of Goods and Services (corresponding to Nice Classification, 13th Edition, Version 2026)

In response to the enforcement of the Nice International Classification, 13th Edition, Version 2026 on January 1, 2026, the Japan Patent Office (JPO) has published on its website the Examination Guidelines for Similar Goods and Services and International Classification Table of Good 13th Edition, Version 2026).
These will apply to trademark registration applications filed on or after January 1, 2026.

Commencement of Compensation Collecting for Private Recordings to Blu-ray
