Revisions to Plant Variety Protection and Seed Act Passed the House of Representatives - Aiming for Reinforcing Protection of Trees of Branded Fruits

On November 19, 2020, the revisions to the Plant Variety Protection and Seed Act, aiming for prevention of overseas outflow of new variety of agricultural products, were approved by majority votes at the plenary session of the House of Representatives. The revisions will be enacted through deliberation at the plenary session of the House of Councilors.
In consideration of the current situation where saplings of high-grade grapes etc. have been carried out to China and Korea one after another, the revisions allow breeders of registered varieties to limit their cultivation areas to Japan or a certain prefecture of Japan, aiming for reinforcing protection of registered varieties.
The revisions also pose limitation on "self-propagation" of registered varieties, in which farmers obtain seeds from harvests and use them for production of the next season, in order to reduce the risk that seeds of registered varieties come into possession by third parties.
