日本－バーレーン王国間の特許審査ハイウェイ

日本特許庁は、９月２２日、バーレーン王国工業商業省との２国間の特許審査ハイウェイ（ＰＰＨ）に関する協力覚書に署名した。そのことにより、日本とバーレーン王国との間のＰＰＨが、２０２６年１月１日から開始される。

前記ＰＰＨが開始されることによって、日本企業のバーレーン王国における特許の取得が迅速化し、日本企業のバーレーン王国における事業展開は、より進んでいくと予測される。

なお、前記ＰＰＨを利用する方法としては、例えば、日本国特許を基礎として、バーレーン王国を指定国に含むＰＣＴ出願を行い、当該ＰＣＴ出願をバーレーン王国に移行する際に、ＰＰＨの申請を行う方法を挙げることができる。

日本国特許庁と、欧州特許庁との間のバイ会合

２０２５年９月２９日（月曜日）、日本国特許庁（ＪＰＯ）の河西長官、安田特許技監と、欧州特許庁（ＥＰＯ）のアントニオ・カンピーノス⻑官との間でバイ会合が実施された。

当該バイ会合では、ＩＴ・ＡＩ利用における双方の最新動向と、様々なフォーラムにおける今後の両庁協力に向けた認識とが、ＪＰＯとＥＰＯとで共有された。また、ＪＰＯとＥＰＯとの間に２０１９年から結ばれていた協力覚書（ＭｏＣ）について、２０２７年まで２年間延⻑することが合意された。前記協力覚書（ＭｏＣ）には、ＪＰＯとＥＰＯとが、ＩＴ・ＡＩ利用に関する特許情報の共有等の点で協力することが含まれている。

よって、今後は、ＪＰＯとＥＰＯの間にて、ＩＴ・ＡＩ利用に関する事項について、協力がより進むことにより特許情報がより共有され、そのことによって、ＩＴ・ＡＩ利用に関する特許の審査の効率が向上すると考えられる。その結果、日本および欧州にて、ＩＴ・ＡＩを利用する技術の開発がより促進される見込みである。

日本国特許庁と、世界知的所有権機関とのバイ会合等

２０２５年１０月３日、日本国特許庁（ＪＰＯ）の河西長官、安田特許技監と、世界知的所有権機関（ＷＩＰＯ）のダレン・タン事務局長とのバイ会合が実施された。当該バイ会合では、ＷＩＰＯ　ＧＲＥＥＮの取組の一層の促進に関して、ＪＰＯとＷＩＰＯとの今後の協力に向けた認識が共有された。

また、２０２５年１０月４日には、ＷＩＰＯ　ＧＲＥＥＮにおける今後の日本産業界とＷＩＰＯとの連携・協力の方向性について、河西長官同席の下、タン事務局長とＷＩＰＯ　ＧＲＥＥＮ日本アンバサダーであるダイキン工業株式会社山本雅史常務専任役員との意見交換が実施された。

今後、日本でのＷＩＰＯ　ＧＲＥＥＮの取組が促進されると考えられる。そして、その結果、日本で新たに開発される環境技術（グリーンテクノロジー）の日本国以外の国への国際的な展開が促進されると共に、日本国内でも、環境技術の開発及び応用が推進される見込みである。

「ＥＸＰＯ２０２５　ＪＰＯ－ＷＩＰＯ　ＡＷＡＲＤ」の受賞

大阪・関西万博の開催に合わせて、日本国特許庁（ＪＰＯ）および世界知的所有権機関（ＷＩＰＯ）によって、「ＥＸＰＯ２０２５　ＪＰＯ－ＷＩＰＯ　ＡＷＡＲＤ」が実施された。「ＥＸＰＯ２０２５　ＪＰＯ－ＷＩＰＯ　ＡＷＡＲＤ」は、ＳＤＧｓの実現をはじめとする社会課題の解決のためのイノベーションを生み出し、より良い未来社会をデザインしていくという、ＪＰＯ及びＷＩＰＯが連携して目指す知財活用のあり方を体現する企業を表彰するものであった。「ＥＸＰＯ２０２５　ＪＰＯ－ＷＩＰＯ　ＡＷＡＲＤ」では、具体的には、気候変動、女性参画及び若者参画の分野においてより良い未来社会をデザインする企業が受賞対象とされた。受賞対象者を以下の表に示す。

今後は、SPACECOOL株式会社および株式会社竹中工務店では、気候変動部門に関する研究開発がより推進され、当該分野に係る出願件数も増加すると考えられる。

また、株式会社ナリス化粧品およびファイトケミカルプロダクツ株式会社では、女性の研究者が結婚・出産後も継続して研究を継続できる環境が構築される等、女性の研究者の研究環境が良好となっている。よって、これらの企業では、女性の研究者により、研究開発の効率がより向上し、出願件数も増加すると考えられる。

さらに、鹿島建設株式会社では、業務を遂行する上で改良・改善に真摯に取り組む若手の研究者を表彰する等、若手の研究者の研究意欲を向上させる環境が整備されている。よって、鹿島建設株式会社では、若手の研究者の研究意欲が向上した結果、研究開発の効率がより向上し、出願件数も増加すると考えられる。

Patent Prosecution Highway between Japan and the Kingdom of Bahrain

On September 22, the Japan Patent Office signed a Memorandum of Cooperation with the Ministry of Industry and Commerce of the Kingdom of Bahrain concerning a Patent Prosecution Highway (PPH) between the two countries. As a result, the PPH between Japan and the Kingdom of Bahrain will commence on January 1, 2026.

With the commencement of the aforementioned PPH, it is expected that the acquisition of patents by Japanese companies in the Kingdom of Bahrain will be accelerated, and the business expansion of Japanese companies within the Kingdom of Bahrain will further advance.

An example of how to utilize the aforementioned PPH is that one can file a PCT application based on a Japanese patent, designating the Kingdom of Bahrain as one of the designated countries, and then apply for the PPH when the PCT application enters the national phase in the Kingdom of Bahrain.

Bilateral Meeting between the Japan Patent Office and the European Patent Office

On Monday, September 29, 2025, a bilateral meeting was held between Commissioner Kawanishi and Deputy Commissioner Yasuda of the Japan Patent Office (JPO) and President António Campinos of the European Patent Office (EPO).

At this bilateral meeting, the JPO and EPO shared their latest developments in the utilization of IT and AI, as well as their mutual understanding toward future cooperation between the two offices in various forums. In addition, it was agreed that the Memorandum of Cooperation (MoC) that has been in place between the JPO and EPO since 2019 will be extended by two years, until 2027. The aforementioned MoC includes collaboration between the JPO and EPO in areas such as sharing patent information related to IT and AI utilization.

Accordingly, it is expected that further cooperation between the JPO and EPO regarding matters related to IT and AI utilization will lead to enhanced sharing of patent information, thereby improving the efficiency of patent examinations related to those fields. As a result, it is anticipated that the development of technologies utilizing IT and AI in Japan and Europe will be further promoted.

Bilateral Meeting between the Japan Patent Office and the World Intellectual Property Organization

On October 3, 2025, a bilateral meeting was held between Commissioner Kawanishi and Deputy Commissioner Yasuda of the Japan Patent Office (JPO) and Director General Daren Tang of the World Intellectual Property Organization (WIPO). During the meeting, the JPO and WIPO shared a mutual understanding regarding future cooperation aimed at further promoting the WIPO GREEN initiative.

Furthermore, on October 4, 2025, in the presence of Commissioner Kawanishi, an exchange of opinions concerning the future direction of collaboration and cooperation in WIPO GREEN between the Japanese industrial sector and WIPO was held between Director General Tang and the Japan Ambassador of WIPO GREEN, Mr. Masafumi Yamamoto, Senior Associate Officer at Daikin Industries, Ltd.

It is expected that efforts related to the WIPO GREEN initiative in Japan will be further advanced. As a result, promotion of the international deployment of environmental technologies (green technologies) newly developed in Japan and progress in the domestic development and application of environmental technologies is anticipated.

“EXPO 2025 JPO-WIPO AWARD”

In conjunction with the Osaka-Kansai EXPO, the Japan Patent Office (JPO) and the World Intellectual Property Organization (WIPO) jointly gave out the “EXPO 2025 JPO-WIPO AWARD”. The “EXPO 2025 JPO-WIPO AWARD” is designed to honor enterprises that embody the ideal approach to utilizing intellectual property as jointly pursued by the JPO and WIPO－namely, fostering innovation to resolve social challenges such as the realization of the Sustainable Development Goals (SDGs) and designing a better future society. Specifically, the “EXPO 2025 JPO-WIPO AWARD” targeted companies that design a better future society in the fields of climate change, women’s participation, and youth participation. The recipients are presented in the table below:

Going forward, research and development related to climate change are expected to be further advanced by SPACECOOL INC. and TAKENAKA CORPORATION, leading to an increase in the number of patent applications in this field.

In addition, Naris Cosmetics Co., Ltd. and Phytochem Products Inc. have established favorable research environments for female researchers, such as creating systems that enable them to continue research after marriage and childbirth. Consequently, at these companies, research and development efficiency by female researchers is expected to improve further, resulting in an increase in the number of patent applications.

Furthermore, KAJIMA CORPORATION has developed an environment that enhances the research motivation of young researchers, for example by recognizing and awarding young researchers who dedicate themselves sincerely to improvement and innovation in their work. As a result, it is expected that the motivation of young researchers at KAJIMA CORPORATION will continue to increase, leading to greater research and development efficiency and a rise in the number of patent applications.
