新年のご挨拶

新年あけましておめでとうございます。

昨年は、イスラエルによるパレスチナ・ガザ地区への攻撃がほぼ終焉を迎える一方、ロシアによるウクライナ侵攻の激化、台湾問題をめぐる中国と日本との間の国際摩擦の激化、トランプ大統領による高額関税化とUS第一主義政策に伴う米国一極集中化、等々、世界の政治及び経済は、『大国』の身勝手な振る舞いが横行する混沌とした困難な時代に遭遇しています。一日も早く『世界平和』が訪れることを願わずにはいられません。

一方、当事務所においては、昨年も同様に、業績が順調に進展し、一年を通して繁栄と多忙を極めた「輝かしい年」でした。顧客の皆様、そして全所員の皆様に、心から深い感謝を申し上げます。誠にありがとうございました。初心に戻り、常日頃、お客様のご厚情に深謝し、これからも顧客皆様への最大限の満足と利益の提供を追求して参りたいと、心を新たに決意しているところです。本年につきましても、引き続き変わらぬご指導とご厚誼を賜りますよう、何卒、よろしくお願い申し上げます。

旧年中は多大なるご厚情を賜り、厚く御礼を申し上げます。

本年、当所は創業五十周年という大きな節目を迎えることとなります。半世紀もの長きにわたり知財の専門家集団として着実に歩みを進めてこられましたのは、クライアントの皆様の温かいご支援と、所員一人ひとりの不断の努力の賜物であります。改めて心より感謝を申し上げます。

昨今の社会情勢の変化は、まさに非線形的ともいえる激しさを見せております。こうした不透明な時代だからこそ、私たちは「変えるべきもの」と「守り抜くべきもの」を賢明に峻別していかなければなりません。五十年の歴史を通して培ってきた、クライアントの皆様と共に歩み、信頼を築くことを旨としてきた姿勢は、時代がどう変わろうとも決して揺るがせてはならない私たちの財産です。この普遍の礎を大切に継承しつつ、同時に、既存の枠組みにとらわれない柔軟な発想で、独自の価値を創造し続ける所存でございます。

本年は、次の五十年に向けた新たな第一歩を力強く踏み出す一年となります。知財の分野において独自の存在感を放ちつつ、皆様のご期待を超える価値をお届けできるよう、全所一丸となって邁進してまいります。

インドネシア知的財産総局およびタイ知的財産局の特許審査官に対する審査実務研修

２０２５年１１月１７日から２０日までの計４日間、日本国特許庁（JPO）は、インドネシア知的財産総局（DGIP）の特許審査官に対し、高分子分野及び電気通信分野における特許審査実務に関する研修を実施した。

前記研修は、講師との対面形式のケーススタディを通じて、高分子分野及び電気通信分野の実案件を用いて、それぞれの技術分野ならではのサーチおよび新規性・進歩性の判断基準等を学ぶものであった。

受講生は、前記研修について、例えば、以下に示す感想を示した。
「講師は質問に丁寧に回答してくれて、高分子分野の特許審査の知見を深めるのに大変役立った。」、
「入念に準備された講義資料であり、講義では双方向のコミュニケーションが取られた。電気通信分野の複雑な案件の特許審査を行うための新たな知見が得られた。」

２０２５年１１月２５日から１２月１日までの計５日間、日本国特許庁（JPO）は、タイ知的財産局（DIP）の特許審査官に対し、新人特許審査官向けの特許審査実務に関する実務研修を実施した。また、２０２５年１１月２５日から２７日の計３日間、日本国特許庁（JPO）は、タイ知的財産局（DIP）の特許審査官に対して、化学及び工学のサーチ研修を実施した。さらに、２０２５年１１月２７日と１２月１日の計２日間、日本国特許庁（JPO）は、タイ知的財産局（DIP）の特許審査官に対して、マネジメント研修を実施した。

前記実務研修および前記サーチ研修は、講師と対面しつつ事例を用いたOJT形式で、特許審査における先行技術調査の手法および新規性・進歩性の判断基準等を学ぶものであった。前記マネジメント研修は、JPOの品質管理および業務管理手法等を学ぶものであった。

受講生は、前記研修について、例えば、以下に示す感想を示した。
「ケーススタディを行うことで、講義のコンセプトを深く理解することができた。」、
「講師の丁寧な解説、質問回答によって難解な講義を理解することができた。」

前記研修のようなJPOによるDGIPおよびDIP等の海外の途上国の特許審査官に対する研修は今後も実施されると考えられる。そのことにより、海外の途上国で特許取得を目指す日本国企業に、例えば、以下に示す利点が発生する可能性があると考えられる。

• JPOの審査手法を、海外の途上国の特許審査官に浸透させることにより、JPOの審査に対する信頼性を向上させ、JPOで特許となった発明について、そのまま海外の途上国で特許される可能性を向上させることができる。そのことにより、日本国企業が海外の途上国で権利取得する際の予見性を向上させ、円滑な権利取得が可能となる。
• 海外の途上国の審査官の審査能力を向上させ、海外の途上国での審査の速度を向上させる。そのことにより、日本国企業が海外の途上国で迅速な権利取得が可能となる。

スペイン特許商標庁（OEPM）との審査官協議

特許庁（JPO）は、２０２５年１１月１７日から２１日までの計５日間、スペイン特許商標庁（OEPM）と、審査官協議を実施した。審査官協議は、海外知財庁審査官との互いの先行技術文献調査の手法や審査実務等についての議論を通じて、信頼感を醸成し相互理解を深化させ、先行技術調査結果・審査結果の相互利用等の推進を図るために実施される。

JPOとOEPMとは、過去に、２０１１年から２０１３年にかけて審査官協議を実施しており、今回は、2013年以降初めて、かつ、OEPM審査官をJPOに受け入れる形式で実施した初めての審査官協議であった。

今回の審査官協議では、JPOから13名、OEPMから6名の特許審査官が参加し、5つの技術分野（電動機制御、熱機器、医療機器、遺伝子工学及び細胞工学）における両庁共通の特許出願の協議を行われた。また、同時に、先行技術文献調査の手法および審査基準の運用などについての情報交換も行われた。さらに、ユーザー向け施策およびAIを活用した取組等についての意見交換も行われた。

アフリカ広域知的財産機関（ARIPO）大臣評議会について

２０２５年１１月２１日から１１月２２日、アフリカ広域知的財産機関（ARIPO）第20回大臣評議会がガーナの首都アクラで開催された。ARIPO大臣評議会は、ARIPO加盟国の知的財産担当大臣が出席するARIPOの最高意思決定機関である。

日本国特許庁（JPO）は、ARIPOの協力パートナーであることから、このARIPO大臣評議会に毎年招待されており、今回のARIPO第20回大臣評議会には、JPOから、安田特許技監が参加した。

安田特許技監は、オープニングセレモニーにて、アフリカの持続的な発展のためにはイノベーションとそれを支える知的財産制度の整備が重要であるとの考えを述べるとともに、今後も引き続きアフリカにおける知的財産権制度の基盤を強化すべくARIPOと協働していくことを表明した。

また、前記大臣評議会に参加した機会にあわせて、JPOは、ARIPOとバイ会談を実施した。当該バイ会談では、JPOが世界知的所有権機関（WIPO）に支出している任意拠出金「Funds-in-Trust Japan Industrial Property Global」を活用した支援、および招へい研修の取組等を通じて、アフリカ諸国への知的財産分野における協力を引き続き進めていくことなどを確認した。

今後も、JPOのARIPOに対する知的財産分野における協力は進められ、両者の深い関係は継続していく見込みである。

New Year’s greetings

I would like to wish you a very happy New Year.

This past year saw the near conclusion of Israel’s offensive in the Palestinian Gaza Strip. We also witnessed the intensification of Russia’s invasion of Ukraine, the escalation of international tensions between China and Japan over the Taiwan issue, and the increasing centralization of the United States under President Trump’s high-tariff and “America First” policies. The world’s political and economic landscapes are facing an uncertain and challenging era, in which self-serving actions of the so-called “great powers” are pervasive. We cannot help but hope that “world peace” will arrive as soon as possible.

Meanwhile, our firm, much like the previous year, experienced steady growth and enjoyed a “brilliant year” marked throughout by prosperity and busyness. I would like to extend my deepest gratitude to all our clients and every member of our firm. Thank you sincerely. Remembering our humble beginnings, we remain ever grateful for our clients’ continued patronage, and with renewed determination, we shall continue striving to maximize all our clients’ satisfaction and benefit. We would be most grateful for your continued guidance and warm support throughout this year as well.

This year marks a major milestone for our firm, as we will reach the fiftieth anniversary of our founding. It is entirely thanks to the generous support of our clients and the continued dedication of each member of our staff that we have been able to advance steadily as a team of IP professionals over the past half-century. Once again, I would like to express my heartfelt gratitude.

Recent changes in the social climate have been so intense as to be unpredictable. Precisely because we live in such an uncertain era, it is essential that we wisely distinguish between “what must be changed” and “what must be steadfastly preserved”. Over fifty years we have cultivated an ethos that is guided by the principle of walking alongside our clients and building relationships of trust. This ethos is an invaluable asset that must never be allowed to waver, regardless of how the times may change. While cherishing and carrying forward this universal foundation, we will continue to be unconstrained by existing conventions and use a flexible approach to create unique value.

This year represents the first decisive step toward the next half-century. United as one, we will project a distinctive presence in the field of intellectual property and strive to deliver value that exceeds your expectations.

Examination Practice Training for Examiners of Directorate General of Intellectual Property of Indonesia and Department of Intellectual Property of Thailand

Over a period of four days from November 17 to 20, 2025, the Japan Patent Office (JPO) conducted training on patent examination practices in the polymer and telecommunication fields for patent examiners belonging to the Directorate General of Intellectual Property (DGIP) of Indonesia.

This training was conducted in a face‑to‑face format through case studies with instructors, using actual cases in the polymer and telecommunications fields to study search methods and criteria for novelty and inventive step specific to each technical field.

Participants gave their impressions of the training, which included the following:
– “The instructor responded in detail to questions, which was very helpful in deepening my understanding of patent examination in the polymer field.”
– “The lecture materials were thoroughly prepared, and interactive communication was encouraged during the sessions. I gained new insights for conducting patent examinations on complex cases in the telecommunications field.”

Over a period of five days from November 25 to December 1, 2025, the Japan Patent Office (JPO) also conducted a training program on patent examination practices for new patent examiners belonging to the Department of Intellectual Property (DIP) of Thailand. In addition, from November 25 to 27, 2025 the JPO provided three days of search training in chemistry and engineering for DIP patent examiners. Furthermore, on November 27 and December 1, 2025 the JPO conducted two days of management training for DIP patent examiners.

The aforementioned examination practice training and search training were conducted in an on‑the‑job training (OJT) format through face‑to‑face sessions with instructors, enabling participants to learn prior art search techniques and criteria for assessing novelty and inventive step in patent examination. The management training focused on learning JPO’s quality management and operational management methods.

Participants gave their impressions of the training, which included the following:
– “Through case studies, I was able to gain a deeper understanding of the concepts presented in the lectures.”
– “Thanks to the instructor’s clear explanations and responses to questions, I was able to comprehend lectures that were otherwise difficult to understand.”

It is expected that training programs like these provided by the JPO to patent examiners from offices in developing countries such as DGIP and DIP will continue to be held in the future. Such initiatives are anticipated to provide several advantages to Japanese companies seeking to obtain patents in developing countries, such as the following:

• By disseminating JPO’s examination methods to patent examiners in developing countries, the credibility of examinations conducted by the JPO can be enhanced, increasing the likelihood that inventions patented by the JPO will also be patented in developing countries. This, in turn, may improve predictability for Japanese companies seeking to obtain rights abroad and facilitate smoother acquisition of such rights.
• By strengthening the examination capabilities of examiners in developing countries and improving the speed of examinations, Japanese companies will be able to secure rights promptly in those jurisdictions.

Examiner Exchange with Spanish Patent and Trademark Office

Over a period of five days from November 17 to 21, 2025, the Japan Patent Office (JPO) held an examiner exchange with the Spanish Patent and Trademark Office (OEPM). The examiner exchange aims to build trust and deepen mutual understanding through discussions with examiners from foreign intellectual property offices on each other’s search methods for prior art documents and examination practices, and to promote the mutual utilization of prior art search results and examination outcomes.

The JPO and OEPM previously conducted examiner exchanges between 2011 and 2013. This year’s consultation was the first such meeting since 2013 and notably, the first time the consultation was held in a format in which OEPM examiners were received at the JPO.

In this exchange, 13 patent examiners from the JPO and 6 patent examiners from the OEPM participated. Discussions covered patent applications common to both offices across the five technical fields of Dynamo-Electronic Machines and Control, Heating, Refrigerating and Air-conditioning Engineering, Medical Devices, Genetic Engineering, and Cell Engineering. At the same time, information was exchanged on search methods for prior art documents and the application of examination standards. Furthermore, opinions were also exchanged on user-oriented initiatives and efforts utilizing AI.

Council of Ministers of African Regional Intellectual Property Organization

From November 21 to 22, 2025, the 20th Session of the Council of Ministers of the African Regional Intellectual Property Organization (ARIPO) was held in Accra, the capital city of Ghana. The ARIPO Council of Ministers is ARIPO’s supreme decision‑making body, attended by ministers responsible for intellectual property from ARIPO member states.

As a cooperation partner of ARIPO, the Japan Patent Office (JPO) is invited to this Council of Ministers every year. At the 20th Session of the ARIPO Council of Ministers, the JPO was represented by Deputy Commissioner Yasuda.

At the opening ceremony, Deputy Commissioner Yasuda expressed his opinion that innovation and establishing an intellectual property system that supports it are vital for the sustainable development of Africa. Mr. Yasuda also stated the JPO’s continued commitment to collaborating with ARIPO to further strengthen the foundation of intellectual property systems across Africa.

Taking the opportunity of attending the Council of Ministers, the JPO also held a bilateral meeting with ARIPO. During this meeting, the JPO confirmed its intention to continue cooperation with African countries in the field of intellectual property through initiatives such as support using the voluntary contribution “Funds‑in‑Trust Japan Industrial Property Global” provided by the JPO to the World Intellectual Property Organization (WIPO), as well as through invitation‑based training programs.

The JPO’s cooperation with ARIPO in the field of intellectual property is expected to continue together with the strong relationship between the two organizations.
