新たな知財重点支援エリアの選定

　特許庁、独立行政法人工業所有権情報・研修館（INPIT）、日本弁理士会、日本商工会議所および中小企業庁により、中小企業等の知財経営支援を強化・充実化させ、地域の稼ぐ力の向上に取り組むために「知財経営支援ネットワーク」が形成されている。

　特許庁では、前記「知財経営支援ネットワーク」に関連して、２０２４年度から「知財経営支援モデル地域創出事業」を開始している。当該「知財経営支援モデル地域創出事業」とは、特定の地域を選定し、当該地域において、前記「知財経営支援ネットワーク」と自治体・地域の支援機関等が一体となった支援ネットワークの連携強化を図るとともに、その支援ネットワークによる中小企業等への一気通貫の伴走支援等を行い、当該地域における持続的な知財活用の促進を目指す取り組みである。

　具体的には、選定された地域に、特許庁が委託した業者から事業プロデューサが派遣され、当該事業プロデューサにより形成されたプロデューサチームにより、以下に示す支援等が実施される。

　このたび、２０２５年度の「知財経営支援モデル地域創出事業」の対象となる地域として、愛知県、山口県および熊本市の３地域が新たに選定された。なお、２０２４年度には、青森県、石川県および神戸市が選定され、２０２５年度も前記支援等は継続して行われる予定である。

　今後、前記６地域からの新たなイノベーションの創出が加速され、かつ、知的財産を有効に活用する企業が増加すると予想される。

「知財功労賞」及び「内閣総理大臣感謝状」の対象者決定

　毎年、知的財産権制度の発展及び普及・啓発に貢献のあった個人を対象とする「知的財産権制度関係功労者表彰」、また、知的財産権制度を有効に活用し円滑な運営・発展に貢献のあった企業等を対象とする「知的財産権制度活用優良企業等表彰」が行われている。

　また、２０２５年には、前記表彰に加えて、以下に示す表彰も行われる。

　前記表彰のうちの内閣総理大臣感謝状の対象者は以下の表に記載の通りである。

また、他の表彰の対象者については、下記アドレスの経済産業省のＨＰをご参照ください。なお、これらの表彰の対象者は、今後、知財業界で注目されていくと考えられる。

２０２５年度特許庁関係予算（特許特別会計）の概要の公表

　特許庁から、２０２５年度特許庁関係予算（特許特別会計）の概要が公表された。当該予算において、以下の１．および２．に示す取り組みに大きく予算が割かれている。よって、２０２５年度は、当該取り組みが重点的に進められていくと予測される。

世界最速・最高品質の審査体制の確保

（１）必要な審査能力の確保および庁内体制の確保

• 先行技術調査（特許）、識別力等調査（商標）等、円滑な審査実施のために必要な予算の確保〔拡充〕
• 意匠審査におけるスタートアップ向け早期審査導入のための体制確保（非常勤職員手当増）〔新規〕

（２）情報システム刷新及びシステム運用

• 足下のシステム運用及び計画的なシステム刷新の着実な実施〔継続〕

イノベーション創出・経営力強化のための知財活用支援

（１）優れた技術・アイディアを市場獲得・更なる成長に繋げる知財活用支援の強化

• ベンチャーキャピタルへの知財専門家派遣等によるスタートアップの知財戦略構築支援〔拡充〕
• 大学やナショナル・プロジェクト等の革新的な研究開発における知財戦略構築〔拡充／INPIT交付金〕
• 国内投資に積極的な中堅企業の事業再編時の知財戦略策定等の支援〔新規／INPIT交付金〕
• 中小・スタートアップ等の海外での権利取得支援〔継続／一部INPIT交付金〕
• 海外での市場獲得に向けた諸外国・地域の知財制度調査・途上国の制度整備支援〔継続〕

（２）地域の中小企業へのワンストップ支援や情報発信を通じた知財エコシステムの裾野拡大

• 47都道府県に知財支援に関する相談窓口を設置〔拡充／INPIT交付金〕
• 自治体や地域の支援機関等が連携して知財経営支援に取り組むモデル地域の創出〔拡充〕
• 知財を切り口とした地域の金融機関による中小企業の事業性評価の推進〔継続〕
• 地域の経済産業局や産業支援機関による知財活用施策の促進／地域の中小企業向けの普及啓発イベントの実施〔継続〕
• 知財活用による社会課題解決に関する情報発信等を通じた様々なプレーヤーの知財意識向上〔拡充〕

Selection of New IP Priority Support Areas

　The Japan Patent Office, the National Center for Industrial Property Information and Training (INPIT), the Japan Patent Attorneys Association, and the Japan Chamber of Commerce and Industry have formed the “IP Management Support Network” to strengthen and enhance intellectual property management support for small and medium enterprises, etc. and to improve local earning power.

　In connection with the above-mentioned “IP Management Support Network”, the JPO started the “Project for Creation of IP Management Support Model Regions” in 2024. The “Project for Creation of IP Management Support Model Regions” aims to promote sustainable IP utilization in selected regions by strengthening cooperation between the above-mentioned “IP Management Support Network”, local governments and local support organizations in those regions to form a unified support network, and providing comprehensive accompanying support to small and medium-sized enterprises, etc. through said support network.

　Specifically, project producers will be dispatched to the selected region from a contractor commissioned by the JPO, and a producer team formed by the project producers will provide the following support:

　Aichi Prefecture, Yamaguchi Prefecture, and Kumamoto City have been newly selected as target regions for the “Project for Creation of IP Management Support Model Regions” in 2025. Aomori Prefecture, Ishikawa Prefecture, and Kobe City were selected in 2024, and the aforementioned support will continue in 2025.

　It is expected that the creation of new innovations from the six regions mentioned above will accelerate and that more companies will make effective use of intellectual property in the future.

Recipients of “Intellectual Property Achievement Awards” and “Letters of Appreciation from Prime Minister” Announced

　Every year, the “Award for Contribution to the Intellectual Property Rights System” is given to individuals who have contributed to the development and dissemination of the intellectual property rights system, and the “Award for Outstanding Corporation Using the Intellectual Property Rights System” is given to companies that have made effective use of the intellectual property rights system and contributed to its smooth operation and development.

　In addition to the aforementioned awards, the following awards have also been given in 2025:

　The recipients of the Prime Minister’s Letter of Appreciation mentioned above are as listed in the table below.

Outline of 2025 JPO Related Budget (Patent Special Account) Published

　The JPO has released a summary of JPO Related Budget (Patent Special Account) for 2025. A large portion of the budget has been allocated for the initiatives listed in 1. and 2. below. Therefore, it is expected that the JPO will place a high priority on these efforts in 2025.

Ensuring the world’s fastest and highest quality examination system

(1) Ensuring the necessary examination capacity and agency structure

• Securing the budget necessary for carrying out smooth examinations, such as prior art searches (patents), distinctiveness searches (trademarks), etc. [Expansion]
• Securing a system to introduce accelerated examination for start-ups in design examination (increased part-time staff allowance) [New]

(2) Information system renewal and system operation

• Steady implementation of immediate system operation and planned system renewal [Ongoing]

Support for utilization of intellectual property to create innovation and strengthen management capabilities

(1) Support for utilization of intellectual property that connects superior technologies and ideas to the capture of markets and further growth

• Support for the establishment of IP strategies for startups by dispatching IP experts to venture capital firms [Expansion]
• Development of IP strategies for innovative R&D at universities, national projects, etc. [Expansion/INPIT grant]
• Support for medium-sized companies proactive in domestic investment to formulate IP strategies at the time of business restructuring [New/INPIT grant]
• Support for acquisition of IP rights overseas by small, medium, and start-up companies [Ongoing / Partially funded by INPIT grant]
• Survey of IP systems in other countries and regions and support for developing countries to improve their systems in order to capture overseas markets [Ongoing]

(2) Expansion of the basis of the IP ecosystem through one-stop support and information dissemination to local SMEs

• Establishment of consultation offices for intellectual property support in the 47 prefectures [Expansion/INPIT grant]
• Creation of model regions where local governments and local support organizations, etc. work together to support IP management.
• Promotion of business feasibility assessments of SMEs by regional financial institutions using IP as a starting point.
• Promotion of IP utilization measures by regional Ministry of Economy, Trade and Industry bureaus and industrial support organizations / hosting awareness-raising events for local SMEs [Ongoing]
• Raising awareness of intellectual property among various players through the dissemination of information on solving social issues through the utilization of intellectual property [Expansion]
