新年のご挨拶
新年あけましておめでとうございます。
昨年は、ロシアのウクライナ侵攻に明け暮れ、北朝鮮の参戦、イスラエルのパレスチナ／ガザ地区への攻撃激化、イランの反撃、シリア国家政権の転覆、等々が勃発し、第三次世界大戦の前哨戦の臭いが漂い始めた一年でした。
しかしながら、日本の国運４０年周期説によれば、２０２５年は日本の国運が下降から上昇に転じるちょうど転換点に当たる記念すべき一年です。日本の国運を好転させる出来事とは一体何なのか、今から大きく期待しかつ楽しみにしているところです。
一方、当事務所においては、昨年は世界経済が揺れ動く多難な時代であったにもかかわらず、厳しい経済環境の中で真剣に仕事を見つめ直して、全所員で大きな殻を一気に打ち破った一年であったと自負しています。
本年につきましても、常日頃のお客様のご厚情に深い感謝を忘れずに、高専門性・高品質・永続性・安定性・国際対応力・迅速性、等々を心掛けて、高品位サービスの提供、ひいては顧客皆様への最大限の満足と利益の提供を追求して参りたいと念願しています。

皆様におかれましては、輝かしい新年をお迎えのこととお慶び申し上げます。
昨年は、国内外情勢の先行きに対する不透明感のとりわけ強い１年であったように感じました。そのような状況下でも、当事務所としましては、皆様のお陰をもちまして、年間を通して活気に満ちた状態を維持できましたこと、ここに改めて感謝を申し上げる次第でございます。
本年、第二次世界大戦の終結から８０年の節目となります。世界各地で発生している戦争や紛争は深刻度合いを増すばかりでありますが、この節目の年を機に、いずれも平和に向けて好転していくことを願って止みません。
本年も決して先々が見通しやすい状況とはいえませんが、各種技術革新をはじめとし、あらゆる物事がより一層スピード感をもって大きく変化しつつあるなか、明るい将来への可能性が随所に秘められているものと考えます。その可能性を見極めつつ、クライアント様とともにさらなる発展に向けて躍進して参りたく存じます。

特許庁デジタル戦略２０２Ｘ
特許庁が「特許庁デジタル戦略２０２Ｘ」を策定しました。特許庁によりますと、デジタル技術の急速な進展を背景とするデジタル活用の必要性と競争の激化に機動的かつ柔軟に対応し、より高度でスマートなデジタル環境を実現することが必須であるとし、そのためには知的財産権に関する手続を行う特許庁のシステムを大胆に変革し、デジタルの活用で世界の知財をリードすることを目指して「特許庁デジタル戦略２０２Ｘ」を策定したといいます。
「特許庁デジタル戦略２０２Ｘ」によれば、「目指すべき将来像」、「特許庁の変革」及び「アクションプラン」の３つの項目が挙げられ、それぞれに具体的な方針が挙げられています。
「目指すべき将来像」では、「高度でスマートなデジタル環境：４つの目標」が掲げられ、それぞれ具体的な目標が挙げられています。「特許庁の変革」では、「４つの目標の実現に向けて」としてシステムの変革と新たな組織への移行が挙げるとともに、「５つのキーコンセプト」を解説しています。また「アクションプラン」では、「キーコンセプト」を遵守しつつ「目指すべき目標」の実現を図るため、２０２Ｘ年から２０３Ｘ年にかけてシステムにどのような機能を追加するかなどの計画の概略が示されています。

ビジネス関連発明の最近の動向
特許庁が「ビジネス関連発明の最近の動向について」を更新しました。これによりますと、全体の出願・審査動向では、国内のビジネス関連発明の特許出願件数は、２０００年に生じた出願ブーム後の減少傾向は２０１２年頃から増加に転じており、２０２２年は１３，４１１件の出願がありました。その背景には、「モノ」から「コト」への産業構造の変化が進む中で、ソリューションビジネスを想定した研究開発が活発化していることや、スマートフォンやＳＮＳの普及に加え、ＡＩ、ＩｏＴ技術の進展により、ＩＣＴを活用した新たなサービスが創出される分野（金融分野など）が拡大していることも一因に挙げられると分析されています。なお、当初低調であった特許査定率は年々上昇しており、近年は技術分野全体の特許査定率と同程度の７０％台で推移しています。
分野別の出願動向としては、分野別のビジネス関連発明の出願件数の推移のうち、２０２１年に出願されたビジネス関連発明のうち上位を占めるのは、次の３分野です。
（１）特定分野を除くＧ０６Ｑ５０／及びＧ０６Ｑ９０／，９９／
（サービス業一般（宿泊業、飲食業、不動産業、運輸業、通信業等））
（２）Ｇ０６Ｑ１０／
（管理・経営（社内業務システム、生産管理、在庫管理、プロジェクト管理、人員配置等））
（３）Ｇ０６Ｑ３０／
（ＥＣ・マーケティング（電子商取引、オークション、マーケット予測、オンライン広告等））
その他、出願が増加している分野、高い伸び率を示している分野、第一次産業と第二次産業の分野の出願増加などが分析されています。
また、ビジネス関連発明におけるＡＩ関連発明の出願件数についても言及されており、近年ではＣｈａｔＧＰＴ等の生成ＡＩをビジネスに利用するケースも増えていることが紹介されています。

New Year’s greetings
I would like to wish you a very happy New Year.
This past year saw the continuation and outbreak of many conflicts worldwide, including the ongoing Russian invasion of Ukraine, the participation of North Korea in that war, the intensification of the Israeli assault on Palestine/Gaza, the counterattack by Iran, the toppling of the government in Syria and so on. It was a year full of events that felt like they might be preliminary skirmishes in advance of a third World War.
However, according the theory of the 40-year cycle of Japanese national fortune, 2025 will be a significant year marking a turning point in which the decline in Japan’s national fortune will be reversed. I look forward to seeing what the instigating event will be that will lead to this upturn in fortune.
Meanwhile, regardless of the current period of global economic upheaval and the many challenges it presents, at our firm we have redoubled our efforts to strive diligently in the harsh economic environment, and can take pride in a year in which our staff as a whole were able to swiftly adapt and overcome previous restrictions.
In the coming year, we will bear in mind daily our deep appreciation and gratitude for our clients, continue to pursue a high degree of specialization, high quality standards, persistence, stability, international response capability, speediness and so on, and strive to provide a superior service and the utmost satisfaction and benefit for our clients.

2024 was a year of particularly strong uncertainty regarding the future state of affairs in Japan and abroad. However, against this backdrop our firm remained highly active throughout the year, thanks to your continued support. I would like to take this opportunity to express my heartfelt gratitude.
This year marks the 80th anniversary of the end of the Second World War. Although we are living in a time when wars and conflicts breaking out around the world are worsening in severity, we must continue to hope that this milestone year will be a turning point towards peace.
This year, it is once again not easy to predict what lies in store, but with all kinds of major changes taking place with seemingly increasing speed, including the introduction of many technological innovations, there is a much hidden potential for a bright future. Focusing on this potential, we will continue to advance together with our clients toward greater development and progress.

JPO Digital Strategy 202X
The Japan Patent Office (JPO) has formulated the ‘JPO Digital Strategy 202X’. According to the JPO, it is essential to realize a more advanced and smarter digital environment by responding swiftly and flexibly to the need for digital utilization and intensifying competition against the backdrop of the rapid development of digital technology. The JPO has formulated the “JPO Digital Strategy 202X” with the aim of leading the world in intellectual property through the use of digital technology, by boldly transforming the JPO’s systems for carrying out intellectual property procedures.
The “JPO Digital Strategy 202X,” presents three sections, “Future Vision”, “Transformation of the JPO”, and “Action Plan”, with specific policies listed for each.
In the “Future Vision” section, four specific goals for an “advanced and smart digital environment” are listed. In the “Transformation of the JPO” section, system transformation and transition to new organizational structure are listed as methods of realizing the four goals, along with explanations of five “key concepts”. The “Action Plan” outlines a plan for what functions will be added to the system between 202X and 203X in order to realize the stated goals while adhering to the key concepts.

Recent Trends in Business-Related Inventions
The JPO has updated its report entitled “Recent Trends in Business-Related Inventions”. According to the report, in terms of overall application and examination trends, the number of patent applications for business-related inventions in Japan had declined since the application boom that occurred in 2000, but began to increase again around 2012, with 13,411 applications filed in 2022. This is partly due to the fact that, as the industrial structure is changing from providing “things” to providing “services,” research and development for solution businesses is becoming more active, and that, in addition to the spread of smartphones and social networks, fields that are establishing new services utilizing ICT (such as the financial field) are expanding due to the progress of AI and IoT technologies. The patent approval rate, which was initially low, has been increasing year by year, and in recent years has been in the 70% range, which is the same level as the overall patent approval rate across all technology fields.
In terms of application trends by field, the following three fields account for the most business-related inventions filed in 2021.
(1) G06Q50/ and G06Q90/, 99/ (excluding specific fields)
(Service industry in general – accommodation, catering, real estate, transportation, communication, etc.)
(2) G06Q10/
(Administration and management – internal business systems, production control, inventory control, project management, personnel allocation, etc.)
(3) G06Q30/
(E-commerce and marketing – e-commerce, auctions, market forecasting, online advertising, etc.)
In addition, fields in which applications are increasing, fields in which there is a high growth rate, and the increase in applications in fields belonging to the primary and secondary industry sectors are analyzed in the report.
The report also makes mention of the number of applications for AI-related inventions among business-related inventions, and examines the increasing use of generative AI such as ChatGPT in business in recent years.
